Economic and Community Impact of ACCION Texas 1994-2007

Executive Summary

Established in 1994, ACCION Texas provides entrepreneurs across the state access to credit and business support services not available from the commercial banking sector.  Based in San Antonio, ACCION Texas has 10 satellite offices in the cities of Austin, Brownsville, Corpus Christi, Dallas-Fort Worth, El Paso, Houston, Laredo, and McAllen.

ACCION has disbursed $60.8 million in loans and served over 5,600 clients since 1994.  The average loan increased over the same period from $3,000 to over $10,000. ACCION currently has over 1,630 active clients and disbursed nearly $9.2 million in loans in 2006.  The figure above depicts total ACCION Texas annual loan activity over the past thirteen years.

Economic Impacts

The economic impacts of ACCION Texas lending are far-reaching and dynamic, as the provision of millions in working capital touches the economy in a number of ways.  Using input-output analysis of new economic activity, ACCION Texas’ commitment of $60.8 million in lending capital between 1994 and 2007 has created economic activity of approximately $112.9 million including labor compensation of $36.1 million, state and local tax revenue of $6.6 million, and 1,426 new jobs.  Taken together, the $36.1 million in total annual earnings yielded from the aggregate investment of $60.8 million is equivalent to a 60 percent social return on investment- every dollar invested brings back 60 cents annually in earnings to small business owners.  Seen in this light, ACCION Texas lending represents a huge “dividend” to the individuals and communities who participate.
